This attempt on a Boilerplate uses Piccadilly Circus as an example.

Piccadilly Circus is the last area in the Piccadilly line. It is a fixed area with several central, unchanging features, including a large fountain with five streets leading to it, a crater of sorts, and Piccadilly Books. While some of the environs themselves are marginally randomized, it always has the same general structure and these mentioned features. (short intro/features)
It has a single standard entrance from Piccadilly Approach but also leads to the Piccadilly Hellrift, and by extension A Step Into Hell (The Oracle's Dungeon).

Notes
In pre-release versions of Hellgate: London there was originally a "town" called Piccadilly Circus Station. By game release, there was only Piccadilly Approach (Random Level) and Piccadilly Circus (Fixed Level). The old "Piccadilly Bookstores" as shown in this old map was apparently merged into the Piccadilly Circus area, as there is one Piccadilly Bookstore there.
Trivia
Game designers are reported to have taken hundreds of pictures of the "real life" Piccadilly Circus before creating this level.
