Sergeant Brother Grimm

Sergeant Brother Grimm is an NPC Templar found in Covent Garden Station. He stands near where the town portals appear, around the corridor from the main open area of the station, and acts as a merchant for characters who have increased their faction score to a sufficient level. (You'll need to be around level six and have done an appropriate number of quests for Brother Grimm to show you his wares.)
