Scouts are difficult to tell from snipers in screenshots, and at this point we do not know if Darkspawn, Gremlin, and Imp scouts will differ in anything other than skin color and hit points. Here are the official descriptions of each clan.

Darkspawn Scout
Combing the remains of the city, and especially its numerous underground areas, is the fervent mission of these demons. They are especially devious, often laying wait in silence as unsuspecting adventurers are ambushed and dissected before they know what has happened.

Gremlin Scout
Truly living up to the human designation of scout, these demons are always on the move, searching the ruins of London for survivors or lost artifacts. They are experts at ranged combat and use both tactics and weapon selection to great effect.

Imp Scout
These fiendish creatures use the weapons of both man and demon to strike at their enemies from afar. The sheer variety of attacks this affords makes it nearly impossible to build defenses against all of them, especially as they rarely travel alone.

Scouts sound the most identical of all the types, with essentially nothing in these descriptions to differentiate between them. All three describe cool behaviors that fit the game world fiction, but that will never be seen in the game. Of the three, only the Imp information tells us anything of predictive use -- that packs of Scouts will usually have different types of damage. This is a key difference between Hellgate: London and Diablo II, since in the older game you could count on every monster of a given type attacking with the same basic elemental or physical damage (with very few minor exceptions), while in Hellgate: London the damage type varies with the weapon, and those vary enormously.

Basically, Scouts are Snipers that don't shoot as quickly or run away as intelligently. As such they should be the easiest type of Darkspawn, Gremlin, and Imp to kill.
