Savages were first seen in the HGL comic books, though they did not look quite like they do in the game, and they had no names attached to them. They have yet to be seen in screenshots or gameplay movies, but they have been seen in render artwork, photographed on the walls of Flagship Studios.

You can see savages in several sample pages from the HGL comics. They appear to be kind of a cross between four arms and savages in the comics, so the art was obviously refined further in later development.
