Rate of Use is the Hellgate: London game term of saying "cooldown". It means that after you have used a given skill, it takes a number of seconds until you can use it again. This can sometimes be affected by other skills or items, but is not as such affected by your current Energy level for instance. You can have full Energy, and still be unable to use a skill because it is greyed out.
