Lucious Aldin is an odd fellow. Not that the average of Hellgate: London isn't a tad loony either, but Lucuis is a level beyond that. Having been captured and tortured by demons in Hell for 100 trillion years (or was it 4?), he is quite mad. Unfortunately, he is a character that you will need to cooperate with in order to save humanity, and that's that. Well, at least you're not in Techsmith 314's shoes...
Lucious can be found in Charing Cross Station as well as Green Park Station and Chocolate Park. Not that he can teleport, he just happens to be on the same spot you are, when you are.
Trivia
When Lucious interacts with a PC, he often audibly speaks a prayer to Grodd or invokes the gorilla's name. This serves as both a tribute to the DC Comics villain and a further reminder of Lucious' insanity.
