The Harp Pistol is not yet profiled on the official Hellgate: London page, so here's the game fiction for the harp rifle, with the bit about it being a two-handed weapon deleted:

The HARP... houses both electrical and sonic generators. Resonance projection is accomplished through the generation of a static field that is arced forward, serving as a conduit for the oscillating sonic waves.

Originally created to clear debris from underground passages, HARP (Harmonic Resonance Projection) technology was soon utilized to combat the forces of darkness. A slowly oscillating beam of sound, channeled through tightly focused electrical particles, is used to vibrate objects at random frequencies. The effects of this are somewhat different depending on the target. Non-organic objects tend to vibrate slowly at first, building speed over 3 - 5 seconds until (in a near blur) they shatter in a usually impressive fashion. Organic targets, however, tend to have their internal neural systems disrupted and are held immobile in the weapon's beam.

The Harp Pistol emits a white beam of light that locks onto and sticks any targeted monster in place. First seen as part of the Cabalist's starting equipment at E3 2006, the Harp Pistol has since shown up in numerous screenshots and gameplay movies. Using it with another one-handed weapon (such as the Cabalist's Focus Drive) is an easy way to devastate any single monster, since the Harp holds them still while the second weapon picks them apart. It's less useful against mobs, but can still be helpful with proper control. The trick is to let the stunning beam play across the front of the mob, sticking whichever monster takes the lead. In this way no demon is stunned for more than a second or two, but there is always a frozen monster in front of the rest, which slows them down as they detoure around.

Since this weapon stuns just the same as the Harp Rifle does, there doesn't seem to be any reason to use the rifle anymore. If it's still in game at all, one would assume it's been somewhat upgraded in function.
