The cluster rifle is powerful rocket launcher. It fires explosive shells that deal heavy damage and fragment upon impact, causing more damage to other monsters in the area. It has a fast firing rate (shots per minute) and the shells it launches move very quickly as well.
The Cluster Rifle has been in the game for a long time, judging by this quote from an early Hellgate: London preview:
The cluster rifle, on the other hand, shoots one shot out and then sprays the area of impact with smaller shot.
