The Arc Jumper was mentioned in several early previews, but has not been seen in more recent information. It may have been removed from the game, or mutated into another weapon, or simply changed names and been kept out of sight. Here's what we know from back then.

The Arc Jumper was pretty neat as well; it popped off orbs of electrified plasma that bounced frantically from enemy-to-enemy, like an unstable molecule.

No weapons that do this have been seen in gameplay movies or screenshots. The closest match are some early shots of a weapon that we saw called the Peacemaker when we played with it at E3 in May 2006, and these plasma balls don't look like they're bouncing from target to target; they look like they're breaking into multiple smaller balls upon impact.
